Which special letters does Romanian use?
Modern Romanian uses five base letters with diacritics: ă, â, î, ș, and ț. Their uppercase partners retain the mark.
 and î represent the same sound in modern standard Romanian, but spelling rules determine which base letter appears. The choice cannot be made from pronunciation alone.
Older systems sometimes used ş and ţ with cedillas because fonts lacked the comma-below characters. Current Romanian text should use ș and ț.
Ș and Ț use a comma below
Romanian ș and ț are encoded separately from Turkish ş and the cedilla form ţ. The lower marks may look similar in some fonts, but the characters are not interchangeable.
